Terminology

Education Infrastructure Terms, Defined

The vocabulary that shows up in district bid documents, funding filings, and campus walkthroughs - defined plainly so every stakeholder is reading the same scope.

E-Rate (Schools and Libraries Program)
The federal program administered by the Universal Service Administrative Company that discounts eligible internet access and internal network connections for schools and libraries. It sets the competitive bidding rules, eligible-equipment list, funding-year windows, and record-retention obligations that shape almost every K-12 campus infrastructure project.
Category Two (C2) Budget
The E-Rate spending allowance covering internal connections inside a school building — cabling, switches, wireless access points, and the power protection that supports them. C2 budgets run on a multi-year cycle calculated from student enrollment, so districts plan campus cabling and WiFi refreshes around when the budget resets.
Form 470
The competitive bidding request a district posts through the E-Rate portal describing the services and equipment it intends to buy. It must stay posted for the program's minimum bidding window before the district may select a vendor, which is why campus deployment schedules are set months before the first cable is pulled.
SPIN (Service Provider Identification Number)
The unique identifier the Universal Service Administrative Company assigns to each service provider that bills against E-Rate funding. A district lists the SPIN of the provider it selects on its funding request, which is why the entity invoicing the discounted work has to be settled before the request is filed.
CIPA (Children's Internet Protection Act)
The federal law requiring schools that receive E-Rate discounts to enforce a technology protection measure filtering obscene and harmful-to-minors content, and to adopt an internet safety policy. In practice it drives how student, staff, guest, and IoT traffic get separated into policy-controlled network segments.
1:1 Device Program
An instructional model where the district issues one computing device — usually a Chromebook, iPad, or laptop — to every enrolled student. It is the single biggest driver of campus wireless density, because every classroom becomes a concentrated cluster of simultaneous clients rather than a handful of occasional ones.
Portable (Relocatable) Classroom
A modular classroom building sited outside the permanent campus structure, common where enrollment outgrew the original buildings. Connecting one requires an outdoor-rated pathway — buried fiber, aerial conduit, or a licensed wireless bridge — rather than the interior cable routes used everywhere else on campus.
MDF and IDF (Distribution Frames)
The main distribution frame is the central telecom room where a campus network terminates; intermediate distribution frames are the closets serving each building or wing. Fiber backbone links MDF to IDF, and horizontal copper runs from an IDF to classrooms within the 90-meter permanent-link limit ANSI/TIA-568 defines.
