The deadline math: 2028 compliance means 2026-2027 construction
FDA extended the FSMA 204 compliance date to July 20, 2028 — the extension was finalized in the Federal Register in August 2025, and Congress subsequently directed FDA not to enforce the rule before that date. The extension exists because supply chains weren't ready. It did not change what the rule requires.
Work the calendar backward from July 2028. Your traceability software needs months of live integration testing against real scan points before the date — which means the capture infrastructure has to exist before the software project starts, not alongside it.
