FSMA 204 requires covered food businesses to record Key Data Elements at Critical Tracking Events — receiving, cooling, packing, transformation, and shipping — by July 20, 2028. Each of those events happens at a physical location that needs a scan point, and each scan point needs network, power, and often washdown- or freezer-rated hardware. Traceability software only works after that physical layer exists.

The deadline math: 2028 compliance means 2026-2027 construction

FDA extended the FSMA 204 compliance date to July 20, 2028 — the extension was finalized in the Federal Register in August 2025, and Congress subsequently directed FDA not to enforce the rule before that date. The extension exists because supply chains weren't ready. It did not change what the rule requires.

Work the calendar backward from July 2028. Your traceability software needs months of live integration testing against real scan points before the date — which means the capture infrastructure has to exist before the software project starts, not alongside it. Facility network construction in food operations happens in scheduled downtime windows around harvest and production peaks, which cuts the usable build weeks per year roughly in half. A multi-facility program stacks those constraints across every site.

On multi-facility rollouts, gear logistics decide the schedule as much as labor does. Roughly 1 in 6 direct-to-site shipments fails on first delivery — wrong dock, no signature, a receiving clerk who wasn't told. SRS pre-stages and configures hardware at its West Coast and East Coast staging facilities and ships to site with a named recipient, which is how a 20-facility program holds its downtime windows. Drop-ship works fine below five sites; pre-staging wins at fleet scale.

Why food facilities are the hard case

Washdown zones eat standard hardware

Daily chemical washdown destroys ordinary jacks, enclosures, and APs in months. Capture points in pack areas need IP66/IP69K or NEMA 4X-rated enclosures and sealed cable entries — specified up front, not retrofitted after the first failure.

Coolers are RF dead zones by default

Metal racking, product mass, and -30°F ambient kill consumer-grade wireless. Cooler coverage needs heated enclosures, cold-rated hardware, and a survey done at full load — coverage that works in an empty cooler fails in a full one.

The calendar belongs to the harvest

Produce operations can't take construction downtime in season. SRS crews have worked the Salinas Valley since 1996 — deployment windows get planned around pack schedules and the seasonal shift south, not the other way around.

Run this before your software vendor runs discovery. Every item your facility fails becomes their integration delay.

  • Demand as-builts and labeling schedules for every new drop, so the software integrator isn't guessing
  • Schedule construction around harvest and production calendars, not around contractor convenience
  • Pilot one complete facility before rolling the fleet

What SRS does here — and what it doesn't

FSMA 204 is FDA's Food Traceability Rule. It requires businesses that handle foods on the Food Traceability List to record Key Data Elements at Critical Tracking Events — receiving, cooling, initial packing, transformation, and shipping. Every one of those events happens at a physical spot in a facility, and capturing a lot code there takes a scan point with network, power, and often washdown- or freezer-rated hardware.
