Freeze quantities first
The RFQ works only when every vendor prices the same bill of quantities. Resolve unknown counts through surveys or carry them as explicit allowances.
Separate labor from hardware
A combined total hides markup and makes changes hard to price. Keep labor units, materials, equipment, freight, tax, and project management visible.
Set the validity window
State the award date, mobilization date, quote validity, escalation rules, and substitution process. Material pricing without a validity period is not firm pricing.
